You should not do anything until you have found the perfect spot for the fountain. You need to remember to put it in the vicinity of a power source because you will need electricity to run the pumps. A fountain is basically a series of basins connected to a base. A pipe or tube is fed from the base to the top basin. It requires one or two submerged pumps driven by motors. Be sure not to turn the pumps on until you have filled the fountain.

You don't want your fountain settling.

There is no plumbing necessary. After the basin is filled, it only needs to be replenished when the levels are reduced due to evaporation. You can fill the basin from your tap, but what comes out of it can be full of minerals that tend to accumulate in the pumps. Eventually that affects the flow. A better choice is distilled water.

Where you've got water and electricity, you have the potential for a dangerous situation. Safety should be your primary concern. You should never touch any of the electrical elements with wet hands. Little children can drown in a fountain. Installing some sort of barrier may be necessary if your household includes a toddler.
